Amend the Prevailing Wage

The Illinois Prevailing Wage Act requires contractors and subcontractors to pay laborers, workers and mechanics no less than the general prevailing rates of wages, including fringe benefits, for similar work done in a particular area.  HB1105 expands the coverage of the Act to require payments of prevailing wages to truckers who transport aggregate materials to public works projects.

FACT:  HB1105 amends the Act to require the payment of the prevailing wage to truck drivers who transport aggregate materials to public works projects.

FACT:  HB1105 closes loopholes in the PWA.  Many contractors circumvent the Act by setting up temporary plants that are dedicated to prevailing wage jobs but not located on the actual job site, or by having a temporary plant on site that does not produce exclusively for the project.

FACT:  HB1105 only applies to materials being hauled from the quarry or stockpile to a prevailing wage job.  It does not apply to materials being hauled from a quarry or a stockpile to an asphalt or ready-mix plant.

FACT:  HB1105 creates a level playing field for contractors that will encourage job selection based on merit.

FACT:  HB1105 requires consistent, fair wages, which results in lower turnover and a steady and experienced group of workers.  This will also ensure high quality work on public supported projects.

FACT:  HB1105 positively impacts minority-owned businesses and owner/operators by ensuring proper rates are paid for prevailing wage work.

FACT:  Set pay for owner/operators will mean more taxes being paid to the state because all prevailing wage job revenue will be reported and taxed properly.

FACT:  HB1105 provides safer roadway conditions because truckers will have sufficient funds to keep all equipment in top operating condition.

FACT:  HB1105 does not apply to jobs that are funded with federal money (Davis-Bacon).
